A Refrigerant Trading Authorisation (RTA) is subject to conditions and auditing processes designed to minimise the risk of emissions while the refrigerant is in their possession.
Under paragraph 141(1)(f) of the Ozone and Synthetic Gas Management Regulations 1995 (‘the Regulations’), all three types of RTA, that is, the Refrigerant Trading Authorisation, the Refrigeration and Air Conditioning Equipment Manufacturing Authorisation and the Restricted Refrigerant Trading Authorisation, require that the holder puts into effect a risk management plan (RMP) for their premises (premises includes; a structure, building, vehicle, vessel or aircraft, land or place).
